You could paint it 2 or 3 shades of grey, beginning with an industrial battleship hue and then sand it back in certain areas ?
That would give you a rat look but probably not so much of a cloud effect.

Microsoft Paint is a bit different to use than a spray gun....
Pay my flights to WA, accommodate me, and give me lunch at Little Creatures every day and i'll pack my gun and my air brush

Havnt used it for a while, but when you make a filter using a picture you should be able to select full size or something instead of tile.
TBH i actually dont dislike the idea.
Though i think laying down a few colors then getting the rubbing block out would be a better way.
