You dont ( cant) rely on the straps to hold the blower in place except in the envent of an emergency.
All the race blower systems ive seen use an aluminium type bolt to bolt the blower to the manifold which is designed to break under teh force of a backfire through the blower system. This then separates the blower from the manifold and the straps catch it before the driver does!
Most supercharger applications ( if not all) use a burst panel these days to eliminate these kind of problems.. Basically just a weak peice of metal that will blow out before the blower pops off! Nothing is foolproof though!

it looks like it did have a burst panel, you can see it blow out in the slo-mo, but some straps would have been handy

sometime when a gbox would shit emselfs in the old dragsters (engine infont of you) say goodbye to your legs as usually the would slice them cleanly off
superchargers were also like this as i have seen a photo of a car with one blown off and a bit of the supercharger is seen about 10 metres high just before it comes to land on a kids head killing him instantly
everytime ive seen the top fuelers go passed i cant help but think of that incident however yes the drag racing standards have gone alot stricter with the burst panels and the straps (tiny is dead right as i learnt this off good ol speedweek)
in that clip for a small section it shows the blown off blower at another angle clearly showing the guy who leant over it so im geussing he was alright

It's supposed to be a sacrificial plate that will explode and vent any gasses in a safe direction ( often they need to use a funnel to point gasses safely away in something like a funny car for example).
The restraint system, and the blower bags that are now compulsory are to stop debris from flying around in the event of a bang.
If youve ever seen a fueller REALLY blow appart.. You'll see bits of shit flying everywehre and blowers hanging off the sides of blocks everywehre!
I was told a story by my mate who crewed on many fuel cars in the past when they were still front engines slingshot design of tapping the driver on the helmet just before they pulled on teh stage lights... " Hey Jim (read).. we hopped it up.. 1000ft and DUCK" *whack* closes the visor.
