I was thinking it might be easier to re-assemble once the outer colum is mounted back in the car?
Yeah , it might be just to compress the spring on the ignition boss to get the clip back in . but I have already made a tool for that

Quite easy really, no special tool needed .
Just assemble the boss in the correct order “big washer, spring, small washer, clip” with the small clip further up the shaft from its seat or (grove), the spring will be difficult to compress anyway so it will be up a little regardless.
Then get yourself a short length of 25 dia tube light wall or one that allows the column shaft to enter into it loosely, placing it over the steering column shaft so it sits on the clip.
Tthen just tap the end of the tube and it will push the clip down the shaft compressing the spring until it seats. Just keep in mind the column shaft is telescopic (collapsible steering shaft) so hold it from the top half.
Then assemble the whole unit into the steering column housing .
