In regard to the ADR Compliance plates, they were not fitted until 1/1/70, so any genuine '69 Torana won't have one.
AFAIK all Holdens built in Australia, then exported to NZ do have Compliance plates (after 1/1/70), but NZ assemled Holdens do not, because they're not required in NZ anyway.
Cars built in Australia for export to most other places, e.g. Fiji, South Africa etc don't have Compliance plates.

When was the last time you saw an XU1 with the VIN plate fitted to the passenger side next to the build plate?
That was a 69 thing. Very early ..

The plum dinger purple lc gtr xu1 in the old holden adds-going around the holden test track-its a 69model, how do I know? Well that car was for sale as a rolling shell on ebay about 3 years ago, Hg350 confirmed the numbers/tags and build date on it for me...sadly the numbers were confirmed after the car sold on ebay, it was listed as just a GTR not a xu1, and at the time I didnt know enough about xu1's to confirm what it was, it was sold for under $3500mrnos, can you show me a 1969 xu-1??? that my freind would be good to see.

MRNOS, is this the 69 car you are talking about http://www.cardomain.com/ride/2359150 ?? He says its a 70 car but he also says its the one in the ads.
Ill second your story about HG350. They do have access to more information than just the stuff on the CD. Considering what I learnt from them (about numbers and fakes) before I bought my 70 car, I would be very surprised if any of what they said was wrong.

Dont know where the guy on cardomain got the idea that he owns the press car from the old holden add, the guy who bought it off ebay knew what it was and-from what ive been told-its getting done back to original and it was only a rolling shell with no interior or running gear and was in primer when it was on ebay, the guy who had for sale didnt know what he had until after it was sold, what I was told was it was built late 69, and was not sold or available to the public and was only used for testing by newspaper and magazine people, and it was 1 of 3 cars released-as press cars- before the official release of the lc xu1 in 1970. As for finding out more about it, I couldnt be bothered, I dont own it, dont care about it, and I dont want to get into a constant-he said, she said-on here about it...I was given info on it at the time I was looking at buying it by a reliable person in the know, thats good enough for me, if it was sitting in my garage and some1 was doubting the year it was made in I would go into its history more, but its not so I wont^^^^True to form, more misinformation !
