My opinion is the paint has been applied too dry, I dont think you'll be able to rub and buff those Tiger Stripes out too successfully.
I'd suggest a good rub down with 800-1000 wet so the surface is flat, 2 coats of your Blue Basecoat, then reapplication of your Clear.
When you apply the clear next time, Open your fan setting some more, open the fluid nozzle some more, Use more Overlap than you did last time and lay it on really wet, Acrylic is really hard to get a run in particularly on a bonnet so don't be scared.
Most importantly I'd also suggest going for a better quality thinners too, theres a lot of dry spray there which means the paint is drying in the air before its hitting the panel. Some Retarder Thinners will help slow down the drying time for the paint also but use sparingly.
If your painting it again and experience this dryspray you can always give it a quick coat of straight thinners to try and melt it into the paint surface while the paint is still drying.
Another tip for bonnets/roofs, Start on one side of the panel and work your way across, particularly with Acrylic Lacquer if you start in the middle of the panel and work outwards and then come back in the middle when you do the other side you will get some dryspray there.
Don't get discouraged, no one is having a go at you, it's great to see a young bloke giving it a go, have another crack and it will work out fine!!
