I told you that at the very beginning.
"Suggest you ring Vicroads and ask them. I know for a fact here in the ACT you WOULD need an engineers certificate unless they have relaxed the laws on this very recently.
The States are supposed to be working off the one set of guides lately but this doesn't seem to be the case from what i read here."

The best advice i have seen here is talk to someone who has gone through it. I have been told by so many people conflicting stories, however I have a mate here in Sydney who does these conversions all the time, buys and sells on a regular basis and converts to later model engines. His personal car is a HJ ute running a 355 stroker with VN Group A twin throttle bodies and a WB block, it doesn't run cats and isn't required to. I know the last few utes and one tonners he has built didn't run cats and have run VN blocks. Check with your relevant state and someone there who has done it or does it. You may find the person at the RTA will tell you something different again, but it depends who you get on the day.

... mate the answer is yes, it is not a factory offered upgrade I.E. 253,308 of your cars years so you need a VAS sig
