Yes, the holes are slightly smaller in mine.They are 8.1mm in diameter,which should still be plenty of clearance for a factory 7/32 cap screw.
The difference is about .5 mm.It does look like more,an illusion I imagine created by the difference in colour.

I am just about to give mine another coat of black. For those interested, they are silver zinc plated. My bolts have a bit of rust inside the hex head, but I will clean them up as best I can and use them again as the heads on all of the modern bolts that I have seen are quite a bit larger than the factory ones.

The picture with the 3 bolts has the original on the left. The middle one has the same size head but has no knurling, and the one on the right has a larger head.
