Mini strokers usually get a lot of metal ground off there to balance them properly (more so if using a 253 crank).

Not too sure on the holes and plugs, maybe they are extra oil galleries ?
Pull the plugs out and see where they go !!

Maybe heavy metal plugs for balancing???? The name of the stuff escapes me at the moment.

I'd say the grub screws are plugs for the oil drillings. Mallory metal slugs are generally much bigger - usually around an inch diameter - and pressed into the counterweights. I used to use it years ago to balance cranks and it was bloody expensive stuff then, no idea what it costs now. I still have some. Incidentally if anyone uses Mallory be aware that the dust off it (from machining or grinding for example) can cause permanent lung damage. I didn't know that at the time but only ever machined it with lots of water. Definitely don't grind it.

looks like it had a heavy piston/rod combo for them to take it from that part of the crank.
