I know it can be a very stressful time, I had issues with a similar project a couple years back.
I think most of the issues can boil down to lack of open and honest communications between the panel shop and owners.
I was quoted 12k for panel and paint for a holden. Blew out to 35k. I almost had to sell my house to pay the bill. They put some mechanics lien on the car so I couldn't pick the car up during our dispute. In the end I just had to pay for what I thought was a randsom.
I later found out that a lot of their projects end up in the same kind of dramas as mine. I know at least one ended up in court.
The panel shop didn't keep me in the loop - and it was kinda just expected that the original quote is just a rubbery figure since they say "estimate only" not fixed cost. They are experienced in dealing with customers like me.
It was a very good car to start with. 1 owner, and apart from floor pans, had very very little rust. Grandad had owned it from new and it had never been in an accident. It was one of those 1 in 100 cars that when you sandblast it, it didn't really have any surprises.
$12k sounded like a reasonable price for a straight rust free car, that needed floor pans and a couple other minor repairs.
I found that normally most projects have a lot of surprises and never come close to the original figure, and its easy for them to justify charging more.
Maybe $35k is the going rate now ? It wasn't a show finish or custom finish. Just standard holden colors.
If the panel shop was honest, they should have said, we can never do a job for $12k. Its probably going to be $28 to $32k. Nothing worse than getting a bill you can't afford to pay.
Pity they couldn't be honest, as they really did good work.

The best thing Grant has on his side is that he makes mention of a letter or meeting notes outlining the general intent and agreed outcomes. The argument (in court) will concentrate on "what" was agreed to. The only thing I hope is that Grant has documented "what he was paying for", I.e. known as a Scope of Work or Services. The panel shop will have to argue that the additional costs are driven by "variations" to the original agreement. Variations are not unilateral, they have be mutually agreed to before the work can be carried out.....or charged for.
Grant, get your ducks in a row, sit down and dot point the agreed outcomes, dates of any communications or meetings, everything you can think of. Be prepared because this prick will be.

Since the workshop said "estimate", then it meant they could charge whatever they wanted. Being experienced in disputes, the shop had covered their arse.
I said, surely they can only charge a "fair" amount. Consumer affairs said they could charge whatever they wanted and I had no recourse.
I'm hoping your panel shop is different to mine and you can get it sorted out fairly.
The next car at my panel shop went into dispute too.
Aparently the car was near finished when it went to another shop for upholstry or something else. The owner picked the car up from the upholstry shop instead of it going back to the panel shop as agreed. The panel shop guys quickly sued the owner for not paying.
I wish their was some kind of code of conduct for the restoration industry.
Even just these 2 suggestions would solve 90% of issues between car owners and panel shop operators.
Rating system for repairs - 1 to 10
1 = Bog job - bog over existing rust.
10 = Bare metal, concourse metal finished
Then weekly / fortnightly progress report and advise owner of how budget is tracking, and how repairs are tracking according to timeline.
If the owner knows what they are getting, when they are getting it and how much - surely thats a good thing for both the panel shop and owner.
Custom panel jobs would probably need some other rating system
Eg 1 = stock
10 = summernats top 10 car
