The way I see it if the police pull me over or if i need to sell the car (which i wont). I have the paperwork to back up the mods and show they are done properly.
The engineer at department of transport said the size of the motor allowed is 5 times the weight of the vehicle. i.e. 1200kg torana = 6000 or 6 litres!
Just spent over an hour filling out the paper work . It is super specific. I am using Jack Apgar he is on the DPI approved list and knows his stuff.

Procedures for Licensing Modified Vehicles.
In order to get a modified vehicle licensed the following steps are required.
1. Make an application to the Department of Transport (DoT), Vehicle Safety and Standards (Technical Section) 21 Murray Road South, Welshpool, WA 6106, Telephone: 131156. The form is entitled:

There is no fee for submitting the application form.
2. Once the application is made the DoT will provide a letter referred to as an "Approval In Principle" which lists the items which must be addressed by the consulting engineer. In most cases the modifications can be made before the engineer inspects the vehicle. However, if significant structural modifications are made, these must be inspected by the engineer in the 'naked' condition, before final paint or cosmetic treatments are applied. If there is a question, ask the engineer.
3. Where significant structural modifications are made or where a custom motorcycle frame is used, the modifications or frame must be inspected by the engineer in the 'bare' condition with no paint or bog.
4. A final inspection and, where required, tests are then conducted by the engineer, relevant check lists are completed and an engineer's report is prepared.
5. The engineer's report provided is then submitted by the owner to the DoT. It is reviewed and then if it is accepted a letter is sent out to the vehicle owner indicating they can take the vehicle to the DoT's pits for the final inspection.
6. The owner then takes the vehicle to the pits for its final inspection. Be sure that all the vehicle's systems including lights, brakes, windscreen washer, wipers, defroster etc are working.

In some cases it is appropriate to meet with the engineer and discuss modifications prior to the work being performed. This can be helpful and can reduce the possibility of future hassles.
