Well, cant sleep, but just made my mind up.
Tomorow im going to march over to the old ladies house, hand her $1000, get a receipt, and tell her to frOcking well organize it herself.

Tell her if she can't to reach an agreement on the current fence options you've put to her you'll go with option four.
That's the one where you'll erect the fence you want, you'll pay for all of it yourself and she doesn't get a say in any of it.

If she doesn't or can't make up her mind or doesn't want to share the cost have it done yourself the way you want it, pay for the lot and she has to put up with what you have done.
Just remember to put the ugly side facing her house so it will piss her off, and let her whinge all she wants then cause she never helped pay for any of it, ha ha, suck shit old bag, put up with it.

Ok cool, so how do i get this current "foot print" on the council plans easyest? Prferably in QLD, will do some googling tonight.

Yes the council will have a plan view (the one you would see if you are a bird flying over your house). It will clearly show your property boundary and should show where your current structures are (ie main house and any sheds etc...) and any easements. As long as what you are planing to do is within what is already shown on the council drawings there should be no need for further approvals.
Getting a copy of the council drawings should be a very simple process, I just went in and asked to have a look at them and the showed me on the spot with their computer, hard copys cost about $30 from memory.
If you have sheds/ out houses that are existing but not shown on their records just check and make sure they are not built on an easement and comply with the regulations as far as height and distance from the boundary etc... Should be no need for further approvals if the shed has been there 4 ever...

DJ i did all my own plumbing including the waste water pipe work in my shed for the dunny, stink pipe, shower and wash tub both hot and cold water, done my electrical in the shed also, done the hot/cold water in the entertaining area as well as the trap for the waste and all the gas work plumbing for for the stove in side and BBQ outside. i just didnt connect it, only connected the water and then got my mate around who's a plumber/gas fitter to join the dots on the gas work, then he opened the gas up to pressure the line up and all was good, no leaks. also replaced 80 mtrs of storm pipe ( re-done the hole house ) as the pipe that was here was shagged. now i know where all the pipe work is in my yard. Oh yeah also ran a phone line cable down to the shed as well, change ya own taps mate, power points etc i did all the electrical in the kitchen inside to were i relocated the new power outlets, done the fixed down lights, celing fans in the lounge room and all the bedrooms too. if you can do it your self then do it !!!

Yup, I've also ran all the phone lines in the house, moved water lines under the house, rewired new power points and light switches through the house, got an uncle (qualified) coming to talk me through swapping over the neutral link in the meter box in a week too...
The one thing I didnt touch was the gas pipework, and turns out that the "licenced plumber" might have stuffed it up (not enough gas pressure to run everything.... nice...)
Just hardwired my new stove and oven in too.
I'd much rather play with water pipes than electricity though. Much smaller possibility of ouchies. haha.
As for the fence, I'd just give her an ultimatum (dont let her start ranting)
HERE is the quotes, you pay for the wall you want and half the fence, OR I just get the fence put in, you pay half of that and sort the wall out on your own

I agree that if you know what you are doing you can get away with DIY (I do it as well).
But be aware that if the shit hits the fan you are in propper deep shit!!! no insurance will cover anything (including personal injury or death)

I'm putting in a big frOck off split system aircon for summer, so needs a bigger earth block (neutral link in the sparky lingo apparently!)
Seems pretty straight forward, but not something I was keen on doing unsupervised.

As for the insurance thing,
If something I've DIY'd goes astray, who's to say it wasnt done by a professional? (dodgy or otherwise) I dont know many people that can recall someone who did their work 5 years ago?

Adam, yeah mate thats what im saying, a large part of my house is not on the council plans at all, so theres no staying in the "footprint", its already way out.
Didnt hear anyone's protests, ducked home today during lunch and handed the old lady the cash and told her to organize the fence herself. Felt like 100kg was lifted from my shoulders. Hardly slept a wink last night. Feel so much better now.
So as far as im concerned my correspondence with her on that matter is over. She can do as she wishes, she has received all she is going to from me, if she wants some large extravagant thing then its entirely up to her. I have a dated receipt signed by her stating that i gave her the money for half of the boundary fence between our properties, and i have dated quotes showing that the amount i gave her is above what i HAD to pay. If her bill comes to 5k or whatever because she wants a gold plated brick fence, then so be it. I dont care.
The rest of the fence will be going ahead as planned asap.
By sitting on my hands i mostly ment modding anything. I still need to re screw the roof and paint it, but i'll just do the section of roof thats on the council plans atm cause i havnt decided what to do with the rest.
I can also start cleaning up inside the house, and go about cleaning up around the yard a bit.
Plenty to do, all the time in the world to do it now.

You are correct, the COC they give you is only valid for 5 years anyway, and unless the sparky's are specific with what they write on them (most are) you could argue that you didn't do it. But if it was a clearly new install that failed and you had no COC from anyone you would get burnt massively.

If it is a large section I would play it safe and put it through for approval, councils can be your worst nighmare if you butt heads with them (consider your neighbour a mear inconvinece in comparison).
If you requre an example of what you need to submit for a basic pergola I'd be happy to send you what I put in for mine. It can get tricky if it is not going to be made by people like Softwoods, Stratco etc, as they have engineered drawings for all their pergolas etc... The council will want to know what size bolts, uprights, roof pitch and where you run the stormewater etc....
