Highly unlikely with the hole cut and the scoop facing the rear.
The rules mention the height which will probably be ok, whilst it does not mention rear facing, the issue is the possibility of fuel or fire or whatever blowing back onto the windscreen / body.
Front facing is ok.
No hole and rear facing would be ok.
