We used to use Water Wetter in our skid cars, you just mix it with water in the radiator. It does basically the same thing and was effective for us - burnout cars get very hot very quickly and this was one of our secrets for keeping them from boiling. Also cheap and easy so might be worth a try? I think you can get it at Repco etc...

Ok, just to close the loop...used 3 bottles of the Prep. fluid and then 3 bottles of the Waterless Coolant, to "convert " the cooling system from water.
Remembering that this task was not about the engine , or overheating of the engine, or trying to mask a dud cooling system, or corrosion, or pressure buildup , or if water is better, or that water has been around for ever etc etc...it was about dealing with localised boiling at the turbo cooling line after turn off.
Outcome - appears to have solved the issue. Early days, but so far = good.
Thanks for the feedback too guys. Appreciate it. It is much more $$ than tap water, so it took a bit to get it over the line here.
