Apart from the dipper switch and associated relay, what would the difference be between pre ADR LX and LH?

This 9th month 1977 SL/R has it, as did all A9X's. By 1983, the ADR had been amended to the car only needing one light again by the looks. I can't actually find if the two lights were an ADR requirement.

ALL LX Toranas got the column dipper switch (apart from a few prototype/mules).
The main difference between pre-ADR27a & ADR27a LXs is the under bonnet wiring for the various added anti-pollution devices, as well as the Tri-matic kickdown. In Garth's diagram you can see this in the box on the left hand side. Having 2 different circuit diagrams (one for early & one for late) would make it simpler.
This plus the ADR31 brake fail change (3/77), makes the early LX very much different to later 77 models.

What I was getting at, was wouldn't the pre ADR27A LX be very similar to the LH diagram?

Sorry, but I misread your post.
You're basically correct, in that there are more differences between early & late LX, then there is between LH & early LX.
Having said that, it is a bit more than just a switch. The 5-pin relay is in the engine bay, while the single switch itself is at the top of the steering column, meaning quite a few changes to the harness layout.
