Definitely a fan / water pump pulley spacer, but can't say exactly what it's off.
The rest of the hardware (spring washers, collars & wave washers) look like seat belt bolt parts to me, but again, I can't say what they're from.
P.S. Google Photos is a real PITA to host pics on, seems like you can't link to them in forums?
EDIT: I don't mean link to them exactly, I meant that it seems like you can't display them.

Yeah, the large part is a fan spacer & now you mention it, those other bits are for seatbelt mounting.
