It's not a legal requirement to carry a spare wheel/tyre, the last of the Holdens came with a can of fix a flat stuff & a 12v compressor.
Yes, I first learnt his when I was buying my VF ute.
VF's of various specs/models came with anything from/including -
16 x 7 225/60/16
18 x 8 245/45/18
19 x 8.5 + 20 x 9.5 ( 245/40/19 + 275/35/19)
20 x 8.5 + 20 x 9 ( 245/35/20 + 275/30/20)
The spares supplied varied ( as the road wheel size increased ) from 16 x 7 , then a skinny spacesaver, and then a can of sealant and a little compressor.
Although the upper spec models with the big wheels and tyres obviously got the sealant & compressor.....even the base model with the 16 x 7 steelies had the spare as an "option" and was supplied with only the goo + comp.
The high spec units were probably because the wheels were that big, that storing them would be hard + the wheels were different offset/stage front to back, so you really needed 2 spares anyway.
Thus, as above, in recent years at least, there must be no ADR type requirement to carry a spare?
