The car is neat and tidy and passed inspection without issue today.the trouble started when the department of transport didn’t recognise VIN and then after accepting VIN they declared car should be 6 cylinder and now have given him a complex vehicle modification form requiring engineering
Can anyone in WA recommend a decent engineer?

Don't they use the NCOP in WA? It allows self-Engineering of optional engines in the Series. Section 1.1 of the attached:

So in theory he can fit a 5.0L as long as it has the V8 brake booster, nodular banjo diff centre with V8 yoke and the correct front springs/shocks etc.
How did they know from the chassis number that it was originally a 6cyl? I think he made a mistake and gave them the VIN instead. Rookie mistake maybe?

The car passed roadworthy and assessor did all of the submissions of paperwork via email to Perth from the country
The Vin number on vic rego papers and car tags/chassis were what was submitted
The department of transport did not recognise number and proceeded to conduct a forensic investigation into car
Not a rookie mistake
At the end of the day he is now in a position where he needs to get an engineer involved .
If anyone can steer us in the right direction I would appreciate it.

Bugger, that is not good. I would never have provided them with the VIN as it means nothing to them, and hence why they didn't recognise it. The only numbers that would ever have been recorded in Victoria would have been the chassis number and engine number and there would be no official record of its VIN anywhere.
Someone here will be able to recommend an Engineer in WA that can help him. I reckon he could still do it himself if WA DOT use the NCOP, just needs the guidance of the Engineer what he needs to do. He's probably in a Catch 22 loop that is hard to get out of.

I know there’s an approved list on website
It’s a bit like getting a realestate agent or a mechanic or a doctor there are good ones and ones which you would rather not see again
Just thought I would reach out and see if anyone could recommend one ?

That's exactly what I mentioned in the second sentence of post #2. Unless they have applied the very last line in that screen grab? Or if it has a non-original gearbox or 9", in which case it will need Engineering under the NCOP.

my understanding is that his group would like to get rid of vsb14
and go the easts way , engineers do it all .
at least now they don't use a different calculation for force induction
only use the 180 kw per tonne

the engineers report , is not for the engine
but for the brake upgrade to suit the v8
I would say that a least 80% of people don't do

Brakes are the same, it is the booster that differs. Plus the suspension and the tailshaft/diff. Still VSB14 doesn't say you need an Engineer's Report (ie Certification) for any of that, it says if you fit an optional engine the associated components must also be fitted as well. So if I was to take a HJ Premier that was standard. If I wanted to put a 5.0L in it, I'd also have to fit:
Salisbury rear axle.
TH400 with associated stronger gearbox crossmember.
Tailshaft.
Front springs.
Plus anything else that came standard with the 5.0L engine for durability purposes.
Where it gets tricky is if I wanted to upgrade a HJ utility, the GVM is different between 6cyl and V8. Not sure how you go about changing that - it'd probably require Certification.

have done a few changes also had a few that have been knocked back
to have the work done . all they did was thow a motor in and expected it all to be good
even told a couple not interested because of dodgy work
i do know a couple of people in the engineering department and the stories they told
would make your blood curl

So whats involved in getting a 9 inch diff engineered in a Holden
as in whats the process ?
Does it have to be installed in the car or not
what are they looking for specifically ?

They'd want to see the welding is done by a qualified welder, and that axles are not cut and shut - basically a receipt for the work undertaken. Same with the tailshaft. They'd want to see it has the Holden brakes on it otherwise you'd be up for brake tests. And they'd be looking for what bearings are used on it to determine what the rear axle loading is and what offset wheels you are allowed to run.
An easy example, when I upgraded my single axle 7x5 box trailer to 1400kg, what the Engineer wanted to keep in the records was:
Reciepts showing welding of steel and hangers under the trailer had been undertaken by a fab shop.
Receipt for the springs and axle showing the load capacity specs.
Load rating on the hitch, and on the Crewman wheels and tyres.
Receipt for the electric drums and the bearings showing the load capacity.
This was all done when it was in its undies, with bare welds. I pulled it apart a week later and got it hot dipped galvanised.

Would have been the same if I made this trailer. But it was an existing one that I modified, hence had to be Engineered. You can still home make them and affix your own compliance plate.

Receipts you say the diff was built 30 years ago and so was the tail shaft and painted black with XD Ford brakes
So your suggesting it all has to pulled apart to be inspected ?
sounds like a costly exercise ffs
