I certainly don't know better Clay. I actually don't know what is is definitively now I've seen the front of the head.
The fact that it takes a 3 bolt lower thermo housing throws a curve ball.
Ando also mentioned the exhaust ports in his OP.
All 149 heads I've encountered have the exhaust port divider set back from the manifold face if that makes sense?
All 161 heads I've seen have the divider flush and flat with the manifold face.
I don't think it's a later head because it looks to have press in studs and takes the larger earlier style plug.
I don't have a clue what it is now.

It might just be an early 161 head out of early HR. Or the exhaust ports have been modified slightly (less likely I guess). The other possibility it's a late HD 149 head? When did the thermostat housing change?

I am very curious about this, my head is like Ando’s, but open chambered
Complete with the crummy non-divided exhaust ports
I cleaned up all the casting on the outside of it years ago thinking of making
the thing a stunning show car. (6 months of actually driving it cured me of that idea)
So no numbers or dates left on mine now

Found a great picture complete with the muck left around
where a 2 bolt waterneck used to be.
On eBay. Computer is giving me the picture too big routine again.
Type in “Holden high compression cylinder head” if you want to see it
Barn find spares, second one listed
3 threaded holes, but the extra water hole is missing.
And another of the same head, dated L264
December 26 1964(?)
Both with cast number 7420109.
Googling says 149 H head.
Both have the non-flush exhaust port sections.

There was also another one on eBay,
it has the same exhaust not flush arrangement
This one has 4 holes for the waterneck…
High comp chambers
No bloody cast number
But date stamp of D95
I am not savvy enough to have a stab at that date

Could be what yours is Ando, looks like it started life
having kidney shaped H/C chambers

Def not a 138, 173, 202 head with non adj rockers and the smaller tapered seat plugs.

Here's a NOS 149 head bare casting for sale. It has the three thermostat housing bolt holes on the front but not the water gallery hole.

The housing changed at HR. HD 179 X2 had the first water heated alloy manifold but it ran off the water pump and lower thermostat housing. All HR had alloy water heated and the passage in the head.
