Handbrake adjustment

I'm having trouble with the adjustment of the handbrake on the passenger side. The drivers side locks on and releases nicely. But the passenger side doesn't. If I take the drum off the drivers side and adjust the shoes on the passenger side until they grab and back it off until it turns freely (it turns freely but I can hear it brushing past the shoes, even if I wind the adjusters all the way in), then pull the handbrake lever up 5 to 6 clicks and adjust the cable from inside the cabin until that drum is tight when I then release the handbrake lever it's still making too much contact to turn freely. I then have to back off the adjusting nut on the cable to get it turning freely again which then the handbrake lever doesn't work on that side when it should.

I've checked that the cables have gone back on the correct sides with the black plastic sleeve on the passenger side and grey on the drivers side.

The rear wheel cylinders are new and not holding the shoes spread open.

Any ideas on what's causing the issue.

Note: the self adjusters were completely removed by the previous owner. I am considering tracking a set down just so it's all as it should be.

I'm thinking that maybe I should pull the cable out and make sure that it's not gummed up with 50 years of muck and make sure that it moves freely.
